During the Annual Gambling Industry Event on January 17, 2025, in Amsterdam, Michel Groothuizen, chairman of the Gambling Authority (Ksa), called on the gambling sector to prioritize player protection. He outlined the challenges and future plans for the Dutch gambling market in a clear and direct message.
Focus for 2025: Four Key Priorities

The rising number of underage gamblers is a major concern for the Ksa. In 2025, the authority will conduct research into registration processes and how young people are being drawn to gambling. If current rules are found to be inadequate, they will be tightened. - Compliance with the Duty of Care
Operators must improve how they protect players from gambling addiction. The Ksa is developing new guidelines and commended initiatives like deposit limits for young adults. However, violators will face stricter penalties. - Crackdown on Illegal Casinos
Illegal gambling platforms without limits remain a challenge. The Ksa collaborates with international regulators, tech giants like Google and Meta, and other organizations to tackle the illegal market and strengthen the legal sector. - Stricter Enforcement of Advertising Rules
Although rules for gambling advertisements are clear, they are often pushed to the limit. In 2025, the Ksa will increase enforcement and publicly disclose violations.

Groothuizen described 2024 as a turbulent year. Political pressure and stricter rules, such as tax increases and advertising restrictions, created uncertainty. Some operators even exited the market. However, he emphasized that regulation is essential to protect players and prevent illegal gambling.
